Personal Data Protection Officers

This is a unique educational programme of professional training and development for the personal data protection officers. The goal of this programme is to provide students with high-quality training in certain fields, as imposed by market demands, in a short period of time. The programme has been designed to provide students with practical knowledge and skills essential for fulfilling legal commitments and implementation of principles and techniques of national and international standards, as well as with best professional practices, thus enabling them to professionally develop and successfully integrate in the work process. Upon completing it, they will be fully qualified to perform all the tasks demanded by the position of the data protection officer.

Students should be able to implement relevant legal norms, new technologies, to organise and coordinate the work process, and closely cooperate with relevant services. Important part of the programme is devoted to the work placement in the most relevant national institution – Office of the Commissioner for Information of Public Importance and Personal Data Protection.

Only students who have completed their secondary education are eligible for this undergraduate certificate programme, in accordance with the Regulation on the organisation, implementation, issue of certificates and administrative procedure for this undergraduate certificate programme. This programme, by its type, level and breadth of knowledge and skills it provides its students with belongs to higher education system.

COURSES (Semester 1)

Human Rights and Protection of Privacy

The goal of this course is to introduce students to the fundamental elements of international law defining human rights in the field of protection of privacy, as well as to the current constitutional and legal regulations in the Republic of Serbia pertaining to the implementation of international commitments and introduction of principles and standards for the protection of rights. Students will gain knowledge of some key concepts regarding the origin and development of the human right to privacy, of the practice of the European Court for Human Rights and mechanisms for the protection of privacy in our country, with special emphasis on some challenges and dilemmas arising along the process of the implementation of the law.

The goal of the course is to introduce students to the legal aspects of the process of collecting, processing, analysing, and storing of personal data. The course is designed to present students with the personal data protection legal regulations in detail. It will provide them with legal solutions to the problems and enable them to implement them. Students will be able to understand the normative dimension of the process of collecting, processing, storing and protection of personal data; additionally, they will be able to fully understand and implement relevant regulations and cooperate closely and efficiently with relevant bodies and authorities.

Security Management in Personal Data Protection

The goal of this course is to present students with the security aspect of the process of collecting, processing, storing and protection of personal data and enable them to implement the knowledge and skills of security management independently. Students will acquire knowledge and skills relevant for the security management in the field of personal data protection; they will be able to: understand different aspects of the process of collecting, processing, storing and protection of personal data; to design and implement personal data protection measures; to comprehend the issue of security of personal data within big systems in a holistic manner; to implement different measures of protection, often in combination: technical, organisational, administrative and personal measures; to produce and implement internal documents, procedures and measures.

Information Technologies and Personal Data Protection

The goal of this course is to introduce students to the security and technical aspects of the process of collecting, processing, storing and protection of personal data. The course is designed to present students with the different, comprehensive and interrelated security risks and threats towards information and communication technologies (ICT) and the data which are processed, exchanged and stored by these technologies. Besides, this course aims to introduce students to the international and national standards regarding the information security and good practices in the field of protection of information systems and personal data in digital shape.
